Revenue collected by PROs or other collective management organizations that is unmatched (meaning the rightful owner is unknown) or unclaimed (meaning the rightful owner may be known but can’t be paid). If this money goes unpaid for long enough, it is commonly split amongst rightsholders and never makes it to the rightful owner.
